[ptx] windows snapshots available

Hi,

I managed to compile the windows snapshots again, by include shuffling and
undefining strange windows defines. Now I get a warning during linking, but
the binary seems to run.

So until Alexandre can provide the windows executables I will do it, and
hope that they work alright.
