[ptx] release version 0.4?

Hi,

Before we start changing the internals completely, we should release hugin
0.4, I guess. there have been a lot of updates since 0.3

The only thing missing is to add an option to use nona for the stitching
instead of PTSticher, I think.

Anything critical that should also be fixed for 0.4?
