[ptx] pano12.dll ver. 2.7.0.12 and hugin - strange results

I have merged in the changes for the optimizer and a few other small 
things.  I updated the version file to 2.7.0.12
I still want to track down why it is crashing sometimes for some people 
before I releasing a Windows binary.
