[ptx] hugin anonymous CVS access

I can confirm this using a fresh user account.  libpano checks-out 
fine, but hugin always fails at the anonymous CVS login.

The CVSROOT directory for both repositories is practically 
identical, so I suspect a permissions problem on the server itself.
