It isn't, you are welcome to distribute a combined installer.

Though there are two reasons why not:

1. The terms and conditions don't allow PTStitcher or autopano to be
   hosted on sourceforge:

     http://sourceforge.net/docman/display_doc.php?docid=14027&group_id=1#basic_requirements

2. Distributing PTStitcher just reduces the likelyhood of somebody
   getting annoyed enough to add the missing features to nona.
