[ptx] Agreement for SIFT code release reached

Hello all,

I am happy to have reached an agreement with Mr. Lowe about the SIFT code. He
suggested to put a prominent notice into the program:

	"This software is provided for non-commercial use only. The University
	of British Columbia has applied for a patent on the SIFT algorithm in
	the United States. Commercial applications of this software may require
	a license from the University of British Columbia."

I created a modified license from the BSD license to incorporate this condition
and another one requiring the release of modified source code versions. As much
as I would like, I cannot use the GPL as a base, as it does not permit for
patents in the source code. (I do not know how much my "new" license permits
for commercial use outside the United States, but I think that is every users
duty to comply with it, the software cannot decide that)

I will tidy up the source and publish it before the 24th, as I leave for a two
week trip to Beijing afterwards. Then you can play/improve/fix/port/whatever
it.
