You should put a vertical line constraint on picture 0 and on picture 1.
Do it this way : select picture 0 on both side in control point editor.
Put a point at the base of one column of the building. Put the other point
at the top of the building.
Do the same with picture 1.
Then optimize, let roll and pitch be free for the reference image.
Optimize and done.
