ptopengui bcb -> wxWindows port

Hi all,
the current status of my layout work is attached. The borland project
could need some adoption? Hope this is ok.
The main change is an translation for german wich is included. How much we
use this we can decide later.

I hope the discussed overhaul will give the more involved programmers (I
lack of C++ experience - hope this changes) the change to renew our base.

The ptx code is the former try to build ptopengui - even I dont know how
much code Juha could use for here work -. I would appreciate an instant
preview very much - because my imagination of all these parameters is
very small ;-) .  I suggest to lock inside this and build an viewer for
later merging - beside the layout issues.

Juha  wxWindows has many importfilter handy so You may switch only some
names and all needed imageformats comes in.
