[olsx-tech] EMAIL POLICY RSVP

Yo guys we are getting spammed by people not from the tech list. For now I've
let all of these messages through.

However, a lot of these emails contains content not relevant to us, and some of
them have bad practises like replying to an unrelated thread and changing the
subject header.

Do we want to block these emails or allow them? If no-one replies, I will start
blocking them if they get too spammy.
